Steve is an attorney and the founder of both Kearney and Associates, Inc. and Kearney Law Office, P.A. He began his professional journey as a police officer in Topeka while putting himself through college. Steve graduated cum laude from Washburn University with degrees in Criminal Justice and Anthropology, earning Departmental Honors in both disciplines. He went on to receive his Juris Doctor from Washburn University School of Law.

Following law school, Steve served in a range of high-level roles, including Special Agent with the Federal Bureau of Investigation, Chief of Staff to the Kansas Senate Majority Leader, and Corporate Counsel. Since 1990, he has provided government affairs and legal counsel to a wide range of professional associations and corporations. 

With over three decades of experience in public policy and legislative strategy—including more than 30 years working under the Kansas Statehouse dome—Steve continues to be a respected leader in government relations and legal advocacy. 

Melissa joined K&A in 2024, bringing with her 14 years of experience working in and around state government. She enjoys the fast-paced rhythm of the legislative session, the opportunity to connect with individuals, and the chance to engage with issues that matter. Drawn to the dynamic nature of the work—and knowing no two days are ever the same—Melissa reached out when she learned Steve was expanding his team, and she hasn’t looked back. At K&A, she supports business operations, coordinates association events and memberships, manages client communications, and contributes across a wide range of initiatives.

 With over 35 years of experience in Kansas politics and public policy, Rob is a seasoned expert in governmental affairs across local, state, and national levels. He holds a Bachelor of Science in Political Science from Kansas State University. Rob began his public service career as a Management Analyst with the Kansas Department of Administration while actively volunteering on numerous local and statewide political campaigns. He went on to gain extensive legislative experience, serving in the offices of the Speaker Pro Tem of the Kansas House, the Kansas Senate Majority Leader, and the Kansas Senate President. These positions provided Rob with a deep understanding of the legislative process and public policy development. Since 2008, Rob has served as a lobbyist with Kearney and Associates, Inc., where he continues to effectively advocate for client interests, leveraging his comprehensive knowledge of the political landscape and legislative affairs.
